舜分天下为十二洲，每洲封定一座山，用于祭祀，并且疏通河道。 舜帝明典刑于天下，通情理而赏罚分明。用流放代替残酷的五刑，在官场上用鞭刑，在师徒间教育用棍刑，也有的可以出金赎罪以代替惩罚。无心小过错，可以酌情赦免；对于屡教不改的才用严刑峻法。治理国家使用刑法非常谨慎。把共工流放到幽州，把欢兜流放到崇山，驱逐三苗到三危，在羽山处死鲧。天下的人都心悦诚服了。 舜摄政二十八年的时候，帝尧去世，百姓的哀伤像失去了父母一样。在守丧三年中，天下没有八音。
