这年正月初一，舜虽不接帝位，但是，开始进行全权摄政的程序。他在祖庙用浑天仪考察天象，观察日月星辰的分布，小心求证自己现在的摄政是否符合天意。舜全心全意告于上帝，诚心诚意祭祀天地四时，山川群神。然后，聚集各方诸侯的瑞玉，份位明确后，重新分配瑞玉。 摄政后第二个月，开始外出巡守，考察四方。
