桓帝是东汉第十个皇帝，即位时才十五岁，因为年龄太小，根本治理不了朝政。于是，外戚专权，把小皇上给架空了。外戚是干什么的呀，就是桓帝的亲戚，主要是皇后、皇太后这一支的人。这些人相当厉害，谁也惹不起，在朝中凡是支持他们的人，都能升官发财，凡是反对他们的人，都会受到打击报复。轻的掐监入狱，重的满门抄斩。时间一久，朝中忠良多被陷害至死，这帮人就越来越专横跋扈了。
