Our guest, Roger Noriega, cites institutional issues within the U.S. government and severe counterintelligence failures of the past, obstacles he argues have been overcome under Marco Rubio’s leadership and with President Trump’s resolve. Noriega has more than three decades of public policy experience focusing on U.S. interests in the Western Hemisphere. After a 10-year career on Capitol Hill with Senate Foreign Relations and House Foreign Affairs, he was appointed by President George W. Bush to senior State Department posts including Assistant Secretary of State for Western Hemisphere affairs and a U.S. ambassador to the Organization of American States.
