Don Sinclair, General Manager, Development & Legal Services, Town of East Gwillimbury Don Sinclair is the General Manager, Development & Legal Services for the Town of East Gwillimbury. He was the Director, Development Law at York Region when the Oak Ridges Moraine and Greenbelt plans came into effect. He has a Degree in Urban Planning from University of Waterloo and a Law Degree from Osgoode Hall at York University.
