Guests Andrew Payne is the Hedley Bull Research Fellow in International Relations at the University of Oxford. Emma Sky is the director of the Yale World Fellows Program and a Senior Fellow at Yale University's Jackson Institute for Global Affairs. Sky served as the Governate Coordinator of Kirkuk for the Coalition Provisional Authority from 2003 to 2004, as well as an advisor to the Commanding General of U.S. forces in Iraq from 2007 to 2010.
