Commissioners Comment December 2011 In this edition of Commissioners’ Comments, Stephanie Stone, Director of the new Division of Health and Human Services in Washington County Government and a member of the Hagerstown-Washington County United Way, talks about the Strategic Community Impact Plan (SCIP). The plan pulled together the United Way, the Washington County Community Foundation and volunteers from local government and service provider agencies, to conduct a countywide assessment of needs of citizens.
