A drop in the expected deficit, and a boost in global oil prices have put Canada on a stronger fiscal footing than was projected in November’s budget. The U.A.E. has been a longtime member of the cartel that controls oil flow from about a dozen countries. But it now says the organization is limiting its ability to sell more oil.
